Overview

The Long Term Financial Plan is part of Council's suite of Integrated Planning and Reporting documents which are shaped around our community’s vision in the recently adopted Wagga Wagga 2050 - Community Strategic Plan (CSP).

Financial sustainability is one of the key issues facing local government due to several contributing factors including growing demands for community services and facilities and their ongoing operational costs, constrained revenue growth and ageing infrastructure.

The draft Long Term Financial Plan 2025/2026 details how Council plans to meet these challenges, along with how the strategic aspirations of Council can be achieved in terms of time, money, assets and people.

Its purpose to ensure that Council is a financially viable, adequately funded, and sustainable organisation to meet community expectations of service levels.

The LTFP is formulated using a number of estimates and assumptions, to project the future revenue and expenditure required of Council to deliver those services, projects and programs expected by the community for the next 10 years.

The plan takes into consideration key elements such as rate movements, service levels to our community, major infrastructure, assets replacement and renewals as well as borrowings and cash reserves.

It is an essential element of the resourcing strategy which recognises Council’s current and future financial capacity to continue delivering services, facilities and infrastructure to the community as part of the objectives and commitments outlined in the Delivery Program and Operational Plan while undertaking the initiatives and projects that will contribute towards the strategic aspirations in the Wagga Wagga 2050 CSP.

The Resourcing Strategy focuses on long term strategies in three key areas:

  • Financial Planning - addresses the financial resources that shape Council’s ability to fund its services and capital works whilst remaining financially sustainable.
  • Workforce Planning - ensures Council is resourced effectively with the required skills and experience to deliver current services and operational needs for the community now and in the future.
  • Asset Management Planning - defines the services, how they are provided and what funds are required to provide them over the 10-year planning period.

As part of the LTFP review process, a financial scenario has been included to address the ongoing infrastructure maintenance and renewal shortfall as identified in Council’s Asset Management Plans across all asset categories, with part-funding to be investigated from a proposed future Special Rate Variation.

Capital works projects and programs account for over $113.2M of the planned activities for the 2025/26 financial year.

There are two different categories of capital works; One-off ($87.1M) and Recurrent ($26.1M).

One-off Capital projects refer to the new one-off projects Council will undertake during the year. Recurrent capital projects refer to the expenditure allocated on an annual basis for capital works programs.

The Capital Works Program within the LTFP includes budget amounts for one-off and recurrent Roads Funding across the 10 years.

For the 2025/26 financial year, there is a total allocation of $53.9M for roads, which includes one-off projects of ($40.4M) and recurrent programs of ($13.5M).
