Final Resolution

Council endorsed the Lake Albert Feasibility Study at its 5 December 2025 Ordinary Meeting, following the public exhibition period of the document during November 2025.

Council engaged specialist engineering firm Stantec to assess whether proposed options to divert major flood flows from nearby creeks into Lake Albert could help reduce flooding in surrounding areas.

Stantec’s draft feasibility report, publicly exhibited from 29 October to 26 November 2025, examined how the mitigation options would perform in real flood events and the potential benefits and challenges of implementing them.

The study aims to give Council and the community clear, evidence-based guidance as Council seeks to determine whether the proposed options are practical, effective, and worth progressing.

The document presented to Council details the single submission received during the public exhibition and will be uploaded to the SES Flood Portal to be stored within the archive.

Overview

In March 2022, Council received funding from the NSW Government (via what was then known as the Department of Planning and Environment) to undertake the Lake Albert Flood Mitigation Options - Feasibility Study.

In September 2023, the Council subsequently engaged the consulting firm Stantec to assess the ‘Lake Albert Enhanced Flow Scheme’: a proposal to divert major flood flows from Stringybark Creek and Crooked Creek into Lake Albert, aiming to reduce flooding across the broader area.

This plan was first proposed as a flood mitigation option in the 'Wagga Wagga Major Overland Flow Floodplain Risk Management Study and Plan' (MOFFRMS&P), which was undertaken by specialist engineering consultants WMAwater in 2021.

About the study

The Feasibility Study primarily focused on the following three locations:

  • Site 1 (LA01) Lake Albert Outlet Modification
  • Site 2 (LA02) Crooked Creek Diversion Modification
  • Site 3 (LA03) Stringybark Creek Diversion Modification

Public Exhibition

The public exhibition period was held from 29 October 2025 to 26 November 2025.

A further report following the public exhibition and submission period will be provided to Council noting any submissions received.

An endorsement of a final resolution to adopt/pursue/endorse the Feasibility Study, will then be sought at the appropriate Council Meeting.

Consultation

Council hosted a series of one-on-one consultation sessions throughout November 2025 to gather feedback on the draft Feasibility Study.

These conversations were an opportunity for members of the community to share their views, and also to speak with Council staff, learn more and ask questions.
