The revised draft Community Engagement Strategy (CES) and Community Participation Plan (CPP) was on public exhibition from Thursday 28 October 2025 until Tuesday 25 November 2025.

The Community Engagement Strategy is a high level commitment from Council on how we engage with the community so that your input is sought on projects, plans and strategies, such as this!

The Community Participation Plan is a legislated document that details Council's minimum notifications in relation to planning matters, such as development applications. This document provides information on what Council should tell you about, and how long you will have to give feedback.

These documents are designed to provide clarity around how, when, and where the Council may engage with the community in seeking your feedback on important plans and goals for our city as it grows and evolves.


The draft Community Engagement Strategy (CES) outlines how Council will involve residents in decision-making processes, as well as reinforcing Council’s commitment to keeping the community informed.

The CES acts as a strategic framework to guide all Council engagement activities, and details where Council will provide opportunities for residents to have their say on important topics and projects across the local government area.

The draft Community Participation Plan (CPP) outlines how Council communicates with the community about planning matters across the local government area. It sets out the minimum proposed communication requirements for various types of development, including how and when residents will be informed or consulted.

The CPP also explains Council’s role in relation to State Significant Developments and Infrastructure, helping the community understand when and how they can have a say.

The CES and CPP showcases Council’s commitment to community engagement by aligning with international best practice and identifying key stakeholders in the community that should be considered when consultation occurs.

Both documents are designed to help residents understand how and when Council seeks input from the community, ensuring decisions are informed, transparent and reflective of local needs.
