Overview
Council staff, in consultation with Councillors, have undertaken a significant review into the operation of Council's Recreation Facilities with the view to providing a long-term strategy for the delivery of these services, whilst also enhancing the customer experience and livability of the city.
At the Ordinary Meeting of Council held 28 October 2024 it was resolved that Council would purchase Workout Wagga gym. In addition, the existing Jim Elphick Tennis Centre is currently undergoing a full redevelopment.
A primary outcome of the review undertaken to date is the identification of the need for an overarching structure and brand that encompasses Council’s major recreational facilities inclusive of:
- The Oasis Aquatic Centre
- Multi-Purpose Stadium (MPS)
- Bolton Park Stadium
- Jim Elphick Tennis Centre
- Workout Wagga Gym
This which means that in the future members of the community would be able to access the facilities like the pool, gym and tennis centre under a joint membership.
Proposed membership packages fees and charges
At its Ordinary Meeting on 20 January 2025, Council resolved to place the proposed Wagga Leisure membership packages fees and charges on public exhibition.
Staff have reviewed the current fitness industry and considered community feedback in developing the membership options. A tiered structure allows for an all-inclusive membership, family options and new youth memberships.
A key focus of implementing these changes was the opportunity to offer multi-facility memberships that will allow community members to tailor a multi-fitness membership to suit their needs.
Members of the community are invited to review the fees and make submissions during the public exhibition period of 22 January - 18 February 2025. The proposed memberships and fees are:

Individual membership fees and charges
Council previously placed its proposed fees and charges for the Jim Elphick Tennis Centre and Workout Wagga gym on public exhibition from Wednesday 30 of October 2024 for a period of 28 days, until Wednesday 27 November 2024. Council invited public submissions on the proposed new fee and charge, during the exhibition period.
There were 8 submissions received during the public exhibition period. Relevant changes were made to the fees and presented to Council at the 16 December 2024 Ordinary Meeting, at which they were adopted.
